of the Independent International Commission of Inquiry
The Syrian British Consortium welcomes the statement of the Independent International Commission of Inquiry on Syria, including its acknowledgement of the steps taken by the Syrian government during the transitional period.
We welcome the Government’s continued cooperation with the Commission and its efforts to ensure the Commission has access to different parts of Syria and to detention facilities.
This cooperation will support the Syrian Government in fulfilling its obligations under international human rights law and international law; ensuring comprehensive accountability; revealing the fate of missing persons; protecting fundamental rights; preventing torture and arbitrary detention; reforming legislation to strengthen public freedoms and address hate speech; and reforming the security institutions and ensuring that those responsible for violations are not incorporated into them.
SBC also welcomes the Commission’s reaffirmation of its rejection of Israel’s ongoing violations of Syrian sovereignty, human rights and international humanitarian law, and calls on the international community to uphold respect for international law and ensure accountability for those responsible for violations.
The transitional period represents a historic opportunity to build a Syria founded on the rule of law, equal citizenship, justice and accountability, and respect for human rights. We hope that we will continue to see progress in this regard.

المجلس السوري البريطاني يرحب ببيان لجنة التحقيق الدولية المستقلة بشأن سوريا
يرحب المجلس السوري البريطاني ببيان لجنة التحقيق الدولية المستقلة بشأن سوريا، وما تضمنه من إشادة بالخطوات التي اتخذتها الحكومة الحالية خلال المرحلة الانتقالية. كما نرحب بتعاون الحكومة المستمر مع اللجنة، وضمان وصولها إلى مختلف أنحاء سوريا ومراكز الاحتجاز.
إن مواصلة هذا التعاون ستساعد الحكومة السورية على الوفاء بالتزاماتها في مجال حقوق الإنسان والقانون الدولي، وضمان المساءلة الشاملة، والكشف عن مصير المفقودين، وحماية الحقوق الأساسية، ومنع التعذيب والاحتجاز التعسفي، وإصلاح التشريعات بما يعزز الحريات العامة ويواجه خطاب الكراهية، إلى جانب إصلاح المؤسسات الأمنية ومنع إشراك مرتكبي الانتهاكات فيها.
كما يرحب المجلس بتأكيد بيان لجنة التحقيق رفض الانتهاكات الإسرائيلية المستمرة للسيادة السورية ولحقوق الإنسان والقانون الدولي الإنساني، ويدعو المجتمع الدولي إلى ضمان احترام القانون الدولي ومساءلة مرتكبي الانتهاكات.
إن المرحلة الانتقالية فرصة تاريخية لبناء سوريا قائمة على سيادة القانون، والمواطنة المتساوية، والعدالة والمساءلة، واحترام حقوق الإنسان، ونأمل أن نرى مزيداً من التقدم على هذا الصعيد.
