Statement on the Military Developments in Raqqa Governorate

The Syrian British Consortium (SBC) is closely following the recent military developments in Raqqa Governorate and expresses its hope that the liberation of the province will constitute a positive step towards the restoration of Syria’s territorial unity. The SBC emphasises the importance of addressing developments on the ground with rationality and responsibility, in a manner that serves the interests of the Syrian people, preserves civil peace, and spares civilians further suffering. Any change in the military landscape should constitute an opportunity to reduce escalation and create conducive conditions for a comprehensive political solution, rather than trigger new cycles of violence or retaliation.

In this context, the SBC strongly condemns the reports conveyed by the Syrian government regarding the killing of detainees by withdrawing Syrian Democratic Forces (SDF) at al-Tabqa Prison. The SBC considers such acts to constitute war crimes and calls for an independent and transparent investigation to ensure accountability for those responsible, to guarantee the protection of all detainees, and to prevent the recurrence of such violations, regardless of the perpetrators.

The SBC reiterates its call for a swift and serious political solution that guarantees the unity and sovereignty of Syrian territory and safeguards the rights of all Syrians without discrimination. Particular emphasis is placed on the protection of civilians and on ensuring their safe, voluntary, and dignified return to their places of origin.

The future of Syria cannot be built through force alone, but rather through an inclusive political process that brings the conflict to an end, lays the foundations for a state based on the rule of law and equal citizenship, and fulfils the aspirations of the Syrian people for freedom, dignity, and stability.

بيان حول التطورات العسكرية في محافظة الرقة

يتابع المجلس السوري البريطاني التطورات العسكرية الأخيرة الحاصلة في محافظة الرقة ويأمل بأن يكون تحريرها خطوة إيجابية في سبيل إعادة وحدة الأراضي السورية، ويؤكد على ضرورة التعامل مع التغيرات الميدانية بعقلانية ومسؤولية، بما يخدم مصلحة الشعب السوري ويحافظ على السلم الأهلي ويجنب المدنيين مزيداً من المعاناة. إن أي تغيير ميداني يجب أن يكون مدخلاً لخفض التصعيد وتهيئة الظروف لحل سياسي شامل، لا سبباً لموجات جديدة من العنف أو الانتقام

وفي هذا السياق، يدين المجلس بأشد العبارات ما نقلته الحكومة السورية حول قيام قوات قسد المنسحبة بقتل السجناء في سجن الطبقة، ويعتبرها جريمة حرب، ويطالب بإجراء تحقيق مستقل وشفاف لمحاسبة المسؤولين عن هذه الجريمة، وضمان حماية جميع المحتجزين ومنع تكرار مثل هذه الانتهاكات أياً كان مرتكبوها

ويجدد المجلس السوري البريطاني دعوته إلى حل سياسي سريع وجاد، يضمن وحدة الأراضي السورية وسيادتها، ويحفظ حقوق جميع السوريين دون تمييز، مع تأكيد خاص على حماية المدنيين وتأمين عودتهم الآمنة والكريمة إلى مناطقهم

إن مستقبل سوريا لا يمكن أن يُبنى بالقوة وحدها، بل عبر مسار سياسي جامع يضع حدّاً للنزاع، ويؤسس لدولة قانون ومواطنة، ويحقق تطلعات الشعب السوري في الحرية والكرامة والاستقرار
